Pursue Tenancy authorities and Housing Ministers 

Providing you have genuinely tried to resolve the smoking problem with the neighbour or their Landlord or Lessor and this has failed, consider emailing or posting your case to Tenancy authorities and Housing Ministers.

You will need to specifically target your audience and relate as much as possible that is within their scope and domain of responsibility. When you write to Tenancy authorities, point out any failures of the Lessor or Landlord and weaknesses in the Tenancy Act, and note any major breaches that any Tenant caused that were not dealt with and could suggest improvement of the Tenancy Act.

Housing Ministers may also be responsible for Public Works and related offices, so it will be important for you to describe problems that relate to these issues. These Housing Ministers may also be responsible for the administration of their respective Tenancy Act, so if you see any failings or gaps in the legislation point it out to them, especially where it concerns a lack of respect for the problem of nuisance smokers and passive smoking’s affect on society. Also let them know about sections of the Act that you find Lessors and Landlords refusing to apply.
